What is The GM VCFSE Leadership Group?

A renewed Accord for 2026–2035

On 27 March, leaders from across Greater Manchester’s public sector — including health and care partners — signed the renewed Accord alongside representatives of the VCSE sector.

The renewed Accord recognises both the growing pressures facing communities and the vital role that the VCSE sector plays in supporting people, shaping services and tackling inequality. It provides a framework for how partners will work together over the next nine years to create healthier, fairer and more connected places.

What the Accord is for

The Greater Manchester VCFSE Accord sets out a shared way of working between:

  • Public services across Greater Manchester, including: NHS GM, the Greater Manchester Combined Authority (GMCA), Transport for Greater Manchester, Greater Manchester Fire and Rescue Service, and all 10 local authorities.
  • The VCSE sector, represented by the Greater Manchester VCFSE Leadership Group.

It is not just a statement of intent. The Accord is designed to be embedded into leadership, governance and decision-making, creating a consistent, system-wide approach to collaboration that delivers meaningful change for communities.

The Accord remains open to additional organisations that share its values and commitments.

Shared priorities of the renewed Accord

The 2026–2035 Accord focuses on three shared priority areas:

Involve and Devolve

Strengthening the role of communities and VCSE organisations in shaping decisions, services and investment, and sharing power more effectively.

Resource and Enable

Ensuring the VCSE sector is properly resourced, supported and able to thrive, so it can continue to deliver impact locally and across the system.

Recognise and Value

Championing the expertise, insight and contribution of the VCSE sector, and embedding respect and equity in how partners work together.

Together, these priorities support a more preventative, community-led and inclusive approach to improving outcomes across Greater Manchester.

Why the Accord matters now

The renewal of the Accord comes at a critical moment for Greater Manchester. Many communities are navigating rising inequalities and increasing demand for support, while public services and the VCSE sector face shared pressures.

The Accord provides a foundation for working differently — strengthening relationships, sharing power, and ensuring communities and the organisations rooted within them are central to shaping solutions.

By renewing this commitment, partners across Greater Manchester are signalling that collaboration with the VCSE sector is essential to delivering Live Well ambitions and improving outcomes for people and places.
